The following chart shows you how many catapults you would need to destroy a building from X level down to Y level.  As you can see it is FAR more economical to send cats in waves!

As you can see, the most economical way to cat down a building would be to send in waves.  For example, if you wanted to destroy a Level 20 HQ (which can only be downgraded to a level 1 building) you would send the following waves
(9, 8, 8, 7, 6, 6, 6, 5, 5, 4, 4, 4, 3, 3, 3, 3, 3, 2, 2) which is total 91 Cats - compared to the 312 Cats it would require if you were to send one command!
